Remove pixels the destination cannot show
A phone photo may be more than 4000 pixels wide while an email, profile, or article displays it near 1200 pixels. Downscaling that unused grid usually saves more bytes cleanly than forcing the JPEG quality to an extreme value.
Treat quality as a visual control
JPEG quality is not a percentage of detail kept and does not predict a file size. Start in the useful upper-middle range, encode once, and inspect high-contrast edges, skin texture, foliage, and small lettering before moving lower.
Use an exact cap only when one exists
If a form requires a maximum KB value, use Exact Size so the encoder can search and verify the output. For ordinary sharing, Smart mode avoids spending extra encodes on a byte target nobody asked for.
